Deputy Director: Systems and Operations Management Ref No: S066/2026
Division: Intergovernmental Relations
Salary: R1 101 468 per annum, including benefits

Purpose: To manage and support metropolitan municipalities with resilient infrastructure investment, programme preparation, project preparation and grant management.
Requirements
Applicants must have Grade 12 and a degree at NQF Level 7 in Built Environment, Planning, Engineering or Financial Management.
A Project Management qualification will be an added advantage.
Applicants must have at least four years’ experience, of which two years should be at Assistant Director level or equivalent, obtained within grant management.
Experience in financial administration, grant administration, grant reporting, grant coordination and stakeholder management is required.
Duties
The successful candidate will support grant systems, grant monitoring and grant performance reporting for the Urban Development Financing Grant and Metro Trading Services grant.
Key duties include preparing grant frameworks, supporting Standard Operating Procedures, coordinating the Independent Verification Agent, providing secretariat support to oversight committees, compiling quarterly financial and narrative reports, reviewing metro progress reports, supporting grant payment schedules, reviewing rollover requests, supporting withholding processes, managing grant knowledge and communication, and monitoring metro compliance.
Assistant Director: Investment Planning Ref No: S067/2026

Salary: R605 742 per annum, excluding benefits

Purpose: To provide grant coordination and technical management support for the Urban Development Financing Grant and Neighbourhood Development Partnership Grant.
Requirements
Applicants must have Grade 12 and a Bachelor’s Degree at NQF Level 7 in Urban Development, Civil Engineering or Financial Management.
A Project Management qualification will be an added advantage.
Applicants must have at least three years’ experience in urban development or grant financial management.
Required knowledge includes municipal service delivery challenges, local government operations, urban and infrastructure development, construction project analysis and project oversight.
Duties
The successful candidate will provide logistical, administrative, financial and project support to the NDPP, UDFG and NDPG structures.
Duties include preparing agendas and minutes, coordinating meetings, maintaining filing systems, processing service provider payments, supporting stakeholder communication, monitoring project progress, reviewing municipal reports, preparing dashboards, supporting programme governance, assisting with technical assessments of infrastructure readiness and conducting site visits to monitor capital projects.

Purpose: To coordinate and provide administrative support services to the business unit and support a cohesive working environment.
Requirements
Applicants must have Grade 12 and a National Diploma at NQF Level 6 or Bachelor’s Degree at NQF Level 7 in Public Administration, Business Management, Project Management or Public Management.
Applicants must have at least two years’ experience in an administrative environment.
Required knowledge includes government administration processes, budget coordination, legislative frameworks and internal policy interpretation.
Duties
The successful candidate will coordinate integrated business support services in the Office of the Director-General.
Duties include quality assurance of incoming and outgoing memoranda, handling confidential documents, maintaining filing systems, monitoring service delivery, administering leave registers, managing supply chain and financial records, supporting procurement processes, coordinating correspondence, confirming meetings and workshops, preparing agendas, taking minutes, following up on stakeholder commitments, analysing quotations, assisting with budget inputs, monitoring expenditure and supporting movement of funds.
