Regional Skills Advisor

Location: Gauteng
Contract Type: Fixed-term contract until 2030

Job Purpose

The Regional Skills Advisor will manage and support skills development initiatives related to the chemical sector at provincial and national level.

Requirements

Applicants must have an NQF Level 7 qualification in Finance, Project Management, Public Administration, Business Administration, Human Resource Management, Human Resource Development or ODETDP.

Applicants must have three to five yearsโ€™ work experience in a Skills Development or HRD environment.

A background in a SETA, Chemical Industry, Engineering or Manufacturing environment will be advantageous.

Experience as an Artisan or in other technical areas will also be advantageous.

Applicants must have a valid Code EB driverโ€™s licence and own a reliable vehicle.

Applicants must be able to travel and work away from home for days.

Computer skills are required, including MS Office and advanced MS Excel.

Applicants must be able to build relationships and collaborate within their own team and across teams.

Applicants must be able to work in a hybrid work environment and work independently with minimal supervision.

Skills and Behavioural Competencies

Responsibilities

The successful candidate will manage skills development activities within assigned organisations.

Duties include advising stakeholders on CHIETA mandatory grant and discretionary grant processes in line with CHIETA funding policy.

The candidate will manage Workplace Skills Plans and Annual Training Reports from CHIETA levy-paying companies.

The successful candidate will identify and recruit new companies within the chemical sector.

The role includes conducting chemical industry capacity-building workshops and attending relevant stakeholder or regional events.

The candidate will ensure that Skills Development Committees are established and operational.

The successful candidate will conduct SDF capacity-building workshops and maintain accurate records according to the CHIETA Quality Management System.

Duties include evaluating the extent to which training on discretionary grant projects has started and monitoring progress against signed agreements.

The candidate will produce accurate financial reports for skills development interventions in the region.

The role includes evaluating and conducting due diligence for discretionary grant award applications.

The successful candidate will provide system support to companies and providers when necessary.

The candidate will generate requests for payment for discretionary grants timeously.

The successful candidate will promote compliance with all relevant regulations and procedures to prevent fruitless, wasteful and irregular expenditure.

The role includes maintaining effective relationships with internal and external customers.

The candidate will establish implementation monitoring plans, track deliverables and milestones against MOA and project timelines, identify risks and mitigation plans and escalate issues where required.

The successful candidate will monitor fund disbursements in line with MOA deliverables.

Assistant Administrator

Location: Gauteng
Contract Type: Fixed-term contract, 4 months
Monthly CTC: R26 151,69
Business Units: Grants, Projects and Regions

Job Purpose

The Assistant Administrator will provide administrative support to the Grants, Projects and Regions Business Units at CHIETA Head Office.

Requirements

Applicants must have an NQF Level 6 qualification in Office Administration, Business Administration, Public Administration or a related field.

Applicants must have one to two yearsโ€™ experience within project management, accounting or audit support roles.

One year of experience in a public service or SETA environment will be an added advantage.

A valid driverโ€™s licence will be an added advantage.

Applicants must reside in Gauteng Province.

Key Performance Areas

The successful candidate will maintain records management systems for discretionary and mandatory grants in line with business controls.

Duties include ensuring that grants-related documentation is maintained within the Grants or Strategic Projects Unit.

The candidate will assist in consolidating, checking and evaluating evidence received from regions for correctness and validity against DHET guidelines.

The successful candidate will ensure that payments are processed accurately.

The role includes preparing tracking reports and statistical reports.

The candidate will perform administrative duties for the Executive Manager and provide regional support.

The successful candidate will prepare evidence required for internal and external audits according to the allocated sample.

The role includes preparing evidence required for DHET SETA Quarterly Monitoring Reporting validation according to the allocated sample.

The candidate will file evidence and keep records of discretionary and mandatory grants in a safe and proper manner.

The successful candidate will improve documentation traceability.
