Requirements

Applicants must have an appropriate Degree in Civil Engineering, such as BEng or BSc Engineering, or an equivalent relevant qualification at NQF Level 7 as recognised by SAQA.

Applicants must have three yearsโ€™ post-qualification experience in Civil Engineering.

Compulsory registration with the Engineering Council of South Africa as a Professional Engineer is required.

Applicants must have knowledge management, service delivery innovation, problem-solving, analysis, client orientation, customer focus and communication skills.

Core competencies include strategic capacity and leadership, people management and empowerment, programme and project management, financial management and change management.

Technical competencies include engineering design and analysis, engineering and professional judgement, contract management, local socio-economic infrastructure knowledge, engineering legal and operational compliance and engineering operational communication.

Duties

The successful candidate will provide support on civil engineering services in accordance with South African policies, Acts, regulations and industry guidelines, following MISA and municipal norms and practices.

Duties include designing new systems to solve practical engineering challenges, improve efficiency and enhance safety.

The candidate will conduct diagnostic processes for identified poor-performing municipalities.

The successful candidate will assess municipal infrastructure planning, development, implementation, operations and maintenance requirements.

Additional duties include supporting municipalities on the infrastructure life cycle, including pre-feasibility and feasibility studies, design and development, implementation, operations and maintenance, procurement, programme management, project management and contract management.

The candidate will also support the development, review and implementation of municipal sector master plans.

The successful candidate will also provide technical support to municipalities in analysing infrastructure plans and expenditure against budget, including infrastructure maintenance.

Duties

The successful candidate will assist with initial communication with auditees, gathering auditee background information, developing system descriptions, process flows and audit programmes.

Duties include conducting audits and investigations for the organisation as required by audit standards.

The candidate will draft and discuss audit findings with the supervisor and management.

The successful candidate will follow up on internal audit recommendations for management actions.

The candidate must ensure that internal audit work complies with quality assurance standards set by Treasury Regulations, the PFMA, the standards for the Professional Practice of Internal Auditing and the Code of Ethics of the Institute of Internal Auditors.
