Deputy Director: EP Infrastructure Programmes

Salary: R1 059 105 per annum

Requirements:

  • National Diploma (NQF 6) in Environmental Science or relevant related field
  • Minimum of 5 years’ experience in the related field
  • At least 3 years’ experience at entry or junior management level such as Assistant Director level or equivalent
  • Knowledge of environmental management and related legislation
  • Good project and financial management background
  • Knowledge of public service and departmental procedures and prescripts
  • Knowledge of inter-governmental relations
  • Skills in planning, organising, facilitation, communication and technical writing
  • Leadership and management skills
  • Advanced MS Word, Excel and PowerPoint skills
  • Ability to work independently and in a team
  • Good interpersonal and conflict resolution skills

Duties:

  • Provide contract management for project implementation
  • Manage monthly reporting requirements and review reports
  • Conduct site and administrative inspections
  • Facilitate corrective measures where there is non-compliance
  • Support the development of project plans and business plans
  • Manage cash flow and expenditure for projects
  • Manage stakeholders involved in project implementation
  • Review implementers’ performance against contracts
  • Facilitate Project Advisory Committees and meetings
  • Convene implementers’ briefing sessions
  • Manage project close-out processes
  • Facilitate project completion reports and hand-over processes

Deputy Director: EPWP Coordination

Requirements:

  • Degree or National Diploma (NQF 6) in Natural Science, Environmental Management Sciences, Development Studies or relevant qualification
  • Minimum of 3 years’ experience in the related field
  • At least 3 years’ experience at entry or junior managerial level such as Assistant Director level or equivalent
  • Knowledge of poverty alleviation programmes, especially EPWP
  • Knowledge of legislation governing EPWP implementation
  • Experience in coordination and stakeholder management
  • Understanding of government reporting protocols
  • Knowledge of inter-governmental relations framework
  • Knowledge of EPWP reporting requirements and systems
  • Strong written and verbal communication skills
  • Problem-solving and interpersonal skills
  • Staff management experience
  • Proficiency in Excel
  • Strong numerical and analytical ability
  • Experience in human resources and financial management
  • Valid Code B driver’s licence
  • Willingness to travel extensively

Duties:

  • Ensure provincial coordination structures function effectively
  • Ensure national coordination mechanisms are functional and effective
  • Support development of annual and multi-year provincial sector plans
  • Monitor compliance of sector projects with EPWP guidelines
  • Ensure participation of national programmes in the sector
  • Manage staff in the sub-directorate

Project Coordinator: EP Non-Infrastructure Programmes

  • National Diploma (NQF 6) in Natural Science, Environmental Management or relevant qualification recognised by SAQA
  • Minimum of 2 years’ experience in a relevant field
  • Understanding of project management
  • Knowledge of alien vegetation control
  • Good communication, planning and organisational skills
  • Knowledge of Working for Water policies and procedures
  • Knowledge of legislation relevant to alien vegetation control will be an advantage
  • Knowledge of Public Service and Departmental procedures and prescripts
  • Computer literacy
  • Knowledge of the Public Finance Management Act (PFMA)
  • People management, change management and empowerment skills
  • Valid driver’s licence
  • Willingness to travel and work long hours with limited supervision

Duties:

  • Provide project planning support through strategic clearing plans and Annual Plans of Operation
  • Facilitate implementation of project plans through stakeholder engagement
  • Monitor project implementation through site audits
  • Ensure compliance with Working for Water policies, health and safety prescripts, and environmental and agriculture legislation
  • Conduct final site inspections
  • Facilitate handover of cleared land to the land user
