Requirements:
- A postgraduate qualification (NQF level 8) in Financial Management or Accounting, recognized by SAQA.
- Admission as a Chartered Accountant (advantageous).
- 8 years of experience in financial management at a senior managerial level.
- At least 5 years at the Chief Director/General Manager level.
- A valid driver’s license.
Key Competencies:
- Expertise in financial analysis and risk management.
- Strong knowledge of Public Finance Management Act (PFMA).
- Budgeting and strategic financial planning.
- Ability to monitor financial expenditure and ensure compliance.
- Experience in managing procurement systems and ensuring cost-effectiveness.
Duties:
- Oversee budget planning and management for the department.
- Monitor financial spending and provide strategic guidance.
- Implement internal controls to prevent unauthorized, irregular, or wasteful expenditure.
- Prepare financial reports, audits, and annual statements.
- Ensure compliance with tax, levy, and audit regulations.
- Manage and safeguard departmental assets and liabilities.
- Engage with Provincial Treasury, Auditor General, and oversight committees.
