Salary and Benefits
- Minimum Package: R965 958 per annum
- Midpoint Package: R1 103 953 per annum
- Maximum Package: R1 224 083 per annum
- Plus: 4% Rural Allowance
(The total remuneration package is determined in line with municipal senior management regulations.)
Minimum Requirements
Qualifications
- Bachelor of Science Degree in Engineering or
- BTech in Engineering or equivalent qualification
- Certificate of Competency (General Machinery Regulations, 1988) or
- Registration with a recognised engineering professional body (added advantage)
Experience
- Minimum 5 years’ experience at middle management or programme/project management level
- At least 3–4 years’ experience at professional/management level in engineering management
Other Requirements
- Valid Code B driver’s licence
- Advanced computer literacy
- Excellent communication and leadership skills
- In-depth knowledge of local government legislation, policies, and procedures
Key Performance Areas
The successful candidate will be responsible for:
- Developing and implementing Technical Services master plans
- Managing infrastructure projects and service delivery outcomes
- Overseeing electricity, water and sanitation, roads and storm water, waste management, and project management units
- Managing departmental budgets, grants, assets, and personnel
- Ensuring effective infrastructure planning, maintenance, and compliance
- Advising Council and senior management on infrastructure matters
- Facilitating stakeholder engagement and public participation
- Ensuring compliance with all relevant legislation, policies, and standards
Competencies and Knowledge
- Compliance with the Municipal Regulations on Minimum Competency Levels
- Strong understanding of governance systems and performance management
- Ability to formulate engineering master plans and oversee implementation
- Strategic leadership and stakeholder management skills
- Financial and resource management capability
