Requirements

  • National Diploma or Degree in Public Procurement, Supply Chain Management, or a related qualification
  • Minimum of 3 years’ experience in Supply Chain Management, Acquisitions Management, and Tenders Management
  • Knowledge of:
    • PFMA
    • PPPFA
    • B-BBEE Act
    • National Treasury Regulations
  • Strong analytical, organisational, and communication skills
  • Excellent report-writing, numeric, and presentation skills
  • Good time management
  • Computer literacy (MS Excel, Word, PowerPoint)

Duties and Responsibilities

RFQs, Tenders and Procurement

  • Receive RFQ requests from user departments
  • Advertise RFQs on eTender and request quotations from service providers
  • Source quotes from CSD-registered suppliers
  • Evaluate quotations according to threshold values and applicable preferential point systems
  • Prepare pre-qualification spreadsheets and consolidated scorecards
  • Manage end-to-end RFQ and tender processes in line with PFMA and SCM legislation
  • Compile tender and quotation documents
  • Serve as the secretariat to BEC and BAC

Supplier and Financial Coordination

  • Send purchase order requisitions to successful suppliers
  • Ensure quality, timely delivery, and compliance with procurement laws
  • Prepare payment requests and submit complete documentation
  • Coordinate with the Finance Department to ensure payments

SCM Compliance and Audit Support

  • Maintain manual and electronic SCM filing systems
  • Handle audit documentation requests
  • Weekly update of RFQs
  • Ensure procurement activities comply with legislation and SCM policies

Travel Management & Administration

  • Process travel requests and liaise with the travel management company
  • Maintain supplier performance databases
  • Provide administrative support and interact with user departments
