1. Payroll Manager

Contract: Fixed Term – 24 Months
Reports To: General Manager: Financial Management

Purpose of the Job

To manage the end-to-end payroll operations of South African Tourism, ensuring accuracy, governance compliance, and optimal service delivery while leading the payroll team toward excellence.

Key Outputs

Payroll Oversight & Governance

  • Manage complete payroll operations and ensure accurate and timely salary processing.
  • Ensure compliance with statutory requirements such as UIF, SARS, Medical Aid, and Pension.
  • Oversee payroll audits, reconciliations, and readiness for financial audits.

Leadership & Supervision

  • Supervise and mentor the Payroll Specialist.
  • Build a strong payroll unit to ensure business continuity and skills development.

Payroll Data Management & Reporting

  • Ensure payroll data accuracy and compliance with financial reporting standards.
  • Produce payroll reports and assist Finance with budget and tax year-end processes.

Stakeholder Engagement & Advisory

  • Act as the key contact for payroll-related queries and escalations.
  • Advise management on payroll compliance, risks, and best practices.

Qualifications and Experience

  • Relevant Bachelor’s Degree in Human Resources or Finance.
  • Minimum 5 years’ payroll/finance experience, including 2 years in a managerial/supervisory role.
  • Experience with VIP/SAGE or similar payroll systems.

Knowledge and Skills

  • In-depth knowledge of HR Information Management and Payroll Systems.
  • Strong understanding of SA Labour Legislation, BCEA, and Employment Equity Act.
  • Proficiency in remuneration and benefits best practices.

2. Organisational Performance Monitoring and Reporting Specialist

Contract: Fixed Term – 12 Months
Reports To: Head: Strategic Planning, Evaluation and Programme Management

Purpose of the Job

To strengthen South African Tourism’s performance monitoring and reporting systems, ensuring compliance with public sector frameworks and enhancing organisational accountability.

Key Outputs

Performance Information Monitoring & Reporting System

  • Maintain and improve the performance monitoring system in line with government frameworks.
  • Develop and review performance information management frameworks.
  • Ensure compliance with legislation on performance information and reporting.

Performance Information Management & Analysis

  • Collect, verify, and consolidate monthly, quarterly, and annual performance data.
  • Develop performance dashboards and support audit processes.
  • Align monitoring outcomes with planning and budgeting.

Compliance, Governance & Stakeholder Reporting

  • Prepare detailed performance reports for Parliament, the Shareholder, the Department of Tourism, and other stakeholders.
  • Ensure continuous compliance with PFMA, Treasury Regulations, and public sector frameworks.

Systems & Technology Integration

  • Manage and optimise Monday.com for performance tracking.
  • Ensure system integration with internal management tools.

Capacity Building & Support

  • Train and support staff on monitoring, reporting, and performance management systems.

Qualifications and Experience

  • Relevant Bachelor’s or Postgraduate Degree in Public Sector Planning, Performance Management, Monitoring, or Auditing.
  • Minimum 6–8 years’ experience in public sector monitoring, of which 3 years must be at management level.
  • At least 3 years’ experience reporting to ExCo, Boards, or Parliament.
  • Experience in public sector auditing related to performance information management.

Knowledge and Skills

  • Understanding of PFMA, Treasury Regulations, Public Service Act, and Labour Relations Act.
  • Familiarity with public sector performance frameworks and auditing requirements.
  • Advanced proficiency in MS Office Suite.
