The National Lotteries Commission (NLC) is recruiting qualified South African professionals to fill Monitoring & Evaluation Specialist positions at its Head Office and Provincial Offices (Free State and Northern Cape). These roles are offered on a 12-month fixed-term contract and contribute directly to the effective monitoring and reporting of NLC-funded projects across South Africa.

Monitoring & Evaluation (M&E) Specialist
Contract Duration: 12 months fixed-term
Salary: Commensurate with experience and qualifications

M&E Specialist – Head Office (Pretoria)
Purpose:
Support the national M&E Unit by producing analytical reports, coordinating target tracking, and guiding provincial M&E teams to ensure adherence to M&E frameworks and policies.
Minimum Qualifications:
- Postgraduate qualification in Social Sciences, Development Studies, Public Health, Statistics, or Demography
 
Experience Required:
- 3–5 years in M&E system design and implementation for development projects
 
Key Responsibilities:
- Consolidate M&E data nationally
 - Prepare national analytical and statistical reports
 - Manage M&E dashboards, data quality, and tracking tools
 - Support provinces with quality assurance assessments
 - Contribute to impact evaluation studies
 
M&E Specialist – Free State & Northern Cape (Provincial Offices)
Purpose:
Implement M&E systems at the provincial level in line with national policies and ensure high-quality reporting and data management for NLC-funded initiatives.
Minimum Qualifications:
- Postgraduate qualification in Social Sciences, Development Studies, Public Health, Statistics, or Demography
 
Experience Required:
- 3–5 years in M&E design and implementation
 
Key Responsibilities:
- Manage provincial M&E implementation and work plan
 - Supervise M&E officials and ensure data quality
 - Conduct grantee monitoring, reporting, and quality assurance
 - Coordinate evaluations and develop data collection tools
 - Prepare high-quality provincial M&E reports
 
Competencies and Skills (All Posts)
- Advanced MS Office and Excel proficiency
 - Knowledge of SPSS or STATA (advantageous)
 - Analytical thinking and problem-solving
 - Excellent interpersonal and reporting skills
 - Valid driver’s license and willingness to travel
