Chief Clerk (Three Positions) – Property and Planning
Directorate: Human Settlements

Task Grade: 8
Salary: R342 132 – R450 612 per annum (basic salary only, excluding benefits)
Requirements
- Grade 12 qualification
- Computer literacy in MS Office applications
- Five (5) to eight (8) years’ relevant experience
- Supervisory experience
- Valid Code B driver’s licence
Key Attributes and Competencies
- Proficient oral and written communication skills in English and at least one other official local language
- Good interpersonal and administrative skills
- Strong report-writing skills
Key Responsibilities
- Conduct investigations to determine land ownership and size requirements
- Prepare and issue correspondence using standardised formats regarding application status
- Verify and monitor statutory advertisements and notifications
- Liaise and negotiate with landowners in terms of the Expropriation Act
- Prepare lease, sale, acquisition and encroachment agreements in compliance with legislation
- Consult and instruct attorneys on land transfers
- Draft submissions for standard committees
- Supervise staff attendance, leave control and performance
- Provide guidance on procedures and assess training needs
Job Purpose
To perform administrative and supervisory duties related to municipal property administration, including rezoning, subdivisions, special consents, leases, sales, acquisitions and expropriations. The role ensures effective utilisation and development of Council land in compliance with land-use planning legislation and town planning schemes.
