Deputy Director: Debt Management (REFS/023181)

Chief Directorate: Human Resources Services – Debt Management
Salary: R896 436 per annum (all-inclusive package)

Requirements

  • Qualification in Financial Accounting / Financial Management at NQF Level 7 (as recognised by SAQA).
  • At least 3 years’ experience at supervisory (Assistant Director) level in a debt management environment.
  • Relevant training in:
    • Debt administration and collection processes
    • Management and leadership
  • Strong knowledge of:
    • e-GOV and GPG business
    • Public Service Act and Regulations
    • National Credit Act
    • Debt management (including IFRS, IAS, GAAP and legal prescripts)

Key Duties

  • Reduce new and legacy debts in line with set collection targets.
  • Allocate new debts timeously and oversee tracing of uncontactable debtors.
  • Communicate with debtors, resolve disputes and approve outbound debt communications.
  • Verify debt statements, reminder letters and letters of demand.
  • Monitor Acknowledgement of Debt (AOD) processes and instalments on PERSAL.
  • Perform due diligence before referral of cases to the State Attorney and monitor progress.
  • Administer and approve doubtful and bad debt write-off processes.
  • Ensure BAS and Debt Collection systems are reconciled.
  • Oversee new debt notifications, credit balances and ledger account maintenance within SLA.
  • Approve credit refunds, transfers and journal processing related to debts.
  • Ensure proper internal controls, accurate reconciliations and complete record-keeping.
  • Manage and develop staff (ASDs, practitioners and filing clerks), including performance management, mentoring and training.
  • Build and maintain stakeholder relationships (client departments, GPT Fiscal Policy, State Attorneys, auditors).
  • Prepare management reports and provide data for Annual Financial Statements in line with IFRS, IAS and GAAP.

Senior Admin Officer: ERP Basis (REFS/023531)

Branch: Information Communication Technology Shared Services (ICTSS) – Applications Competency (ERP BASIS)

Requirements

  • National Diploma or equivalent qualification in Information Technology at NQF Level 6.
  • 2–3 years’ experience in SAP BASIS administration and Linux server operating systems.
  • SAP BASIS Academy certification and database administration (MSSQL or HANA).

  • Run periodic clean-ups and maintenance tasks.

  • Transfer and collect files to/from other government departments.
  • Store files numerically according to the records classification system.
  • Open and close files as required.
  • Prepare files for archiving or disposal in line with the National Archives Act.
  • Maintain records for all archived and transferred files.

Requirements

  • Grade 10
  • Grade C security training from a PSIRA-recognised training centre
  • Valid PSIRA Grade C registration
