Job Overview

As a Procedural Adviser: House Plenaries, you will provide procedural advice and support for plenary sittings of the National Assembly. You will work closely with Members of Parliament, the Speaker, and other presiding officers, helping ensure the smooth functioning of the House by managing procedural documentation, institutional memory, rulings, committee reports, and more.

Minimum Requirements

  • Qualification: Honours Degree or Postgraduate qualification in Law, Public Administration, or related field (NQF Level 8).
  • Experience: Minimum 8 years of specialist experience in parliamentary or legislative procedural advisory roles.

Key Responsibilities

  • Advise on parliamentary procedures and plenary sittings.
  • Provide procedural support during Joint Sittings and events like the State of the Nation Address, Youth Parliament, and Women’s Parliament.
  • Draft and review rules, motions, resolutions, and indexes of House proceedings.
  • Vet and track Committee Reports and follow up on resolutions.
  • Coordinate the appointment processes of non-elected office bearers and support ruling decisions by Presiding Officers.
  • Guide, supervise, and coach procedural staff and ensure institutional memory is preserved.

Required Competencies

  • In-depth knowledge of parliamentary procedures, rules, and political landscape.
  • Strong written and verbal communication.
  • Ability to work under pressure and irregular hours.
  • Advanced organisational, administrative, and interpersonal skills.
  • Excellent facilitation and team collaboration abilities.
