Armscor Advertises Senior Learning and Development Specialist Post

The Armaments Corporation of South Africa (Armscor) has announced a senior-level vacancy for a Learning and Development Specialist, offering an opportunity for experienced human capital professionals to contribute to strategic skills development within one of South Africa’s key state-owned defence entities.

The position, advertised under Reference Number: 9993517 and graded at Job Grade D4, is based at Armscor Head Office within the Human Resources environment. Applications for the post close on 16 February 2026.

Strategic role supporting organisational capability

According to Armscor, the Learning and Development Specialist will play a critical role in shaping and governing enterprise-wide learning, leadership, and skills development frameworks. The post is aimed at strengthening leadership pipelines, building sustainable organisational capability, and ensuring alignment between workforce development initiatives and Armscor’s broader strategic objectives.

The successful candidate will operate at a strategic advisory level, providing input to senior and executive leadership, translating business priorities and future skills needs into measurable, high-impact learning and development initiatives. The role also carries responsibility for governance, compliance with statutory skills development requirements, and demonstrating return on investment for training interventions.

Qualifications and experience requirements

Applicants must hold a Bachelor’s Degree in Human Resources, Training and Development, Industrial Psychology, Education, or a related field, with a postgraduate qualification in HRD or Learning and Development considered an advantage. Registration with a relevant professional body is recommended.

Armscor is seeking candidates with at least 10 years’ progressive experience in learning and development, skills development, talent management, and leadership development, including a minimum of three years at a strategic level. Proven experience in designing learning frameworks, developing training material, facilitating training, and advising executive leadership is essential.

Key responsibilities

The role covers a broad portfolio, including:

  • Leading enterprise-wide learning and organisational development strategies
  • Designing and governing Recognition of Prior Learning (RPL) frameworks
  • Developing leadership and succession planning programmes
  • Conducting skills audits and workforce capability assessments
  • Designing and governing learning curricula and content
  • Managing graduate development and employee bursary frameworks
  • Delivering, evaluating, and reporting on learning interventions and training impact
  • Ensuring compliance with SETA requirements, WSP and ATR processes

The position also requires strong analytical capability, systems thinking, and the ability to present learning insights and recommendations at Executive and Board level.
