Post 1: Specialist: Governance and Reporting (x4 Posts)

Minimum Requirements
- Grade 12 plus a Bachelor of Commerce Degree (Commercial Law, Economics, Internal Audit, IT, Accounting, Finance) or
- LLB (4-year Bachelor of Laws, NQF Level 8) or
- BSc in Environmental/Natural Sciences, Geoinformatics, Built Environment or
- Bachelor of Engineering (4-year degree, NQF Level 7)
- Minimum 5 years’ experience in:
- Analysis of annual financial statements and performance indicators
- Governance experience (Science, Law, Engineering, Public Policy or Local Government research)
- Research, data analysis, performance tracking and evaluation
- Valid driver’s licence
Key Responsibilities
- Develop and monitor key performance indicators aligned to sector plans
- Establish and oversee enterprise governance systems for municipal entities
- Assess shareholder value, service delivery performance and legislative compliance
- Monitor and report on financial performance, risks and financial position of municipal entities
Core Competencies
- Financial and integrated reporting (including ESG exposure)
- Advanced computer literacy (Excel proficiency preferred)
- Research, analysis, monitoring and evaluation
- Strong ethics, professionalism and Batho Pele service delivery principles
Post 2: Deputy Director: Public Housing Stock Management (x1 Post)
Department: Human Settlements
Branch: Public Housing Stock Management
Remuneration: R64 033,65 per month (basic salary, excluding benefits)
Location: Various regions within the City of Johannesburg
Minimum Requirements
- Grade 12 / NQF Level 4 plus a Degree in:
- Property Management, Arts, Commerce, Business Administration, Public Administration or Development Studies (NQF Level 7)
- 7–9 years’ experience in the social housing, municipal rental housing or private rental sector
- At least 5 years at senior management level
Key Responsibilities
- Manage public rental housing stock portfolios
- Develop and implement annual repairs and maintenance plans
- Ensure high levels of tenant satisfaction and participation
- Oversee budgeting, risk management, reporting, tenders and contracts
- Lead and manage staff within the directorate
Core Competencies
- Strategic leadership and team management
- Knowledge of housing, environmental and municipal legislation
- Strong budgeting, reporting and stakeholder management skills
- Experience with systems such as SAP, data and document management platforms
