Requirements
- Recognised LLB degree and admission as Attorney or Advocate.
- 8 years’ post-qualification legal experience focused on litigation, contract drafting, and legal opinions.
- Demonstrable management experience in litigation.
- Sound knowledge of Public Service prescripts and key laws: PFMA & Treasury Regulations, PAJA, civil procedure, and the law of contract.
- Strong research, analytical, presentation, and written/oral communication skills.
- Willingness to work irregular hours; ability to interpret statutes and conduct legal research effectively.
Duties
- Provide and administer legal advice/opinions across the Department; conduct research on policy, legislation, and legal principles.
- Offer legislative support to provincial education departments.
- Provide legal education to officials.
- Draft/amend primary and secondary legislation administered by DBE and pilot Bills through Parliament; comment on other departments’ draft legislation when requested.
- Monitor, coordinate, and evaluate the implementation of education legislation.
- Support contract owners with contract drafting and litigation; ensure compliance with PAIA, PAJA, and POPI.
- Draft and edit legal correspondence; conduct legal awareness and interventions as required.

Requirements
- A 3-year Degree/Diploma (NQF 6) in Public Administration/Supply Chain/Procurement/Logistics or related.
- 3 years’ relevant SCM experience in Bids and Acquisition Management.
- Knowledge of procurement policies, regulations, and legislation governing Bids Administration and Acquisitions.
- Competence in MS Word/Excel/PowerPoint/Outlook, BAS, strong verbal/written communication, teamwork, interpersonal skills, problem-solving, attention to detail, and excellent numeracy.
Duties
- Manage the Acquisition process effectively.
- Advise and attend Bid Specification (BSC) and Bid Evaluation (BEC) meetings.
- Address audit findings; provide secretariat support to BSC/BEC.
- Compile submissions after BAC recommendations to the Director-General; compile bid committee and monthly reports.
- Administer contract compliance; act as BAC Secretariat in the DD’s absence.
- Draft bidder outcome letters; facilitate finalisation of contracts/SLAs with Legal Services.
- Ensure 30-day supplier payment compliance; maintain and update the Commitment Register.
- Coordinate/monitor contracts, ensure proper record-keeping, and manage modifications, extensions, and contract close-outs.
- Perform other duties as required by management.
