The Role: Officer: Acquisition Management (Quotations)
The Officer: Acquisition Management (Quotations) is responsible for achieving business unit targets by providing essential support in the procurement process. This includes sourcing and acquiring goods, services, and works to meet RAF’s needs while adhering to prescribed thresholds and legislative frameworks. The role is vital in ensuring that procurement processes are carried out smoothly and efficiently, contributing to the overall success of the business unit.
Key Responsibilities:
Acquisition Management
- Receive and Verify Applications: Ensure requests are valid and complete.
- Compile RFQ Documents: Prepare and issue RFQs to suppliers.
- Supplier Management: Evaluate responses, follow up on deliveries, and manage supplier relationships.
- Bid Evaluation and Adjudication: Conduct and participate in Bid Adjudication Committee (BAC) meetings.
- Procurement Process Support: Assist with pricing negotiations and market research to find potential suppliers.
Reporting and Stakeholder Management
- Regulation Reports: Assist with the preparation and submission of reports.
- Internal and External Communication: Address inquiries and provide timely updates to internal teams and stakeholders.
- Vendor Relationships: Maintain strong relationships with suppliers, ensuring smooth transactions and timely payments.
Records Management
- Document Archiving: Ensure all procurement-related documents are archived according to procedures.
Qualifications and Experience:
- Educational Requirements: A Bachelor’s Degree or Advanced Diploma in Supply Chain Management, Finance, or a related field.
- Experience: At least 3 years of experience in an Acquisition Management role, particularly dealing with quotations.
- Additional Skills: Knowledge of procurement practices within State-Owned Entities (SOEs), understanding of the Public Finance Management Act (PFMA), and proficiency in MS Office are advantageous.
Key Competencies:
- Technical Skills: Strong understanding of supply chain processes, the ordering process, and procurement regulations.
- Behavioral Skills: Ability to work under pressure with minimal supervision, effective planning, and excellent judgment in decision-making.
- Client Service: A strong client service orientation and the ability to maintain ethical standards and values.
Remuneration:
The position offers a competitive salary of R434,656.00 per annum. The RAF provides a Total Employment Cost package, which allows successful candidates to structure their compensation in a way that best suits their personal needs.
