About ICASA
ICASA is a Chapter 9 institution established under the Constitution of South Africa, tasked with regulating the electronic communications, broadcasting, and postal sectors. Its mission is to promote democracy by ensuring that these critical sectors operate in the public interest. As part of its governance framework, ICASA is seeking individuals to serve on its Audit and Risk Committee to assist in overseeing the organisation’s audit, risk, and compliance functions.
What is the Role of the Audit and Risk Committee (ARC)?
The Audit and Risk Committee plays a vital role in ensuring that ICASA discharges its responsibilities effectively, in line with the Public Finance Management Act (PFMA). The ARC is a statutory governance committee with duties that include:
- Overseeing the effectiveness of ICASA’s assurance functions, including external audits and internal finance operations.
- Ensuring the integrity of ICASA’s Annual Financial Statements.
- Advising Council on matters such as risk management, safeguarding assets, and the adequacy of control systems.
- Providing independent oversight of ICASA’s internal and external audit activities.
Who Should Apply?
ICASA is looking for professionals who meet the following criteria:
Qualifications and Experience:
- Relevant Postgraduate Degree: A qualification in areas such as Financial Management, Accounting, Governance, or Risk Management is essential.
- Professional Body Registration: Applicants must be registered in good standing with a relevant professional body.
- Experience: A minimum of two years’ senior management experience in one or more of the following fields: financial controls, accounting, governance, risk management, internal auditing, and compliance.
- Additional Qualifications: Advanced certifications such as Chartered Accountant (CA) or Certified Internal Auditor (CIA) will be an added advantage.
- Sector Experience: Experience in the ICT sector or familiarity with public and private sector processes is a plus.
- Governance Experience: Previous service on a Steering or Governance Committee will be beneficial.
Key Competencies:
- Independence and Objectivity: ARC members must demonstrate integrity, objectivity, and good judgment.
- Communication Skills: The ability to clearly communicate complex ideas and findings to management and stakeholders.
- Risk Management: A solid understanding of risk management principles and frameworks.
Disqualification Criteria
Please note, applicants will be disqualified under the following conditions:
- Current members of Parliament or any local government body.
- Those with a direct financial interest in the electronic communications, postal, or broadcasting industries.
- Individuals who are unrehabilitated insolvents or have a history of serious criminal convictions.
Term of Office
The successful candidates will serve on the ARC for a three-year term as part-time members. Please note, no additional remuneration or fees will be provided for participating in ARC duties, as outlined in the Treasury Regulations under Government Notice R. 225.
