Post Title: Monitoring & Evaluation Specialist

Remuneration: R668 900 – R869 600 per annum (all-inclusive package)
Reporting Line: Senior Manager: Monitoring & Evaluation, Knowledge Management and Research
Requirements
- A relevant qualification (degree or similar) in the Built Environment (preferably Architecture, Construction Management, Engineering, Development/Property Studies, or Town Planning)
- Solid experience with ArcGIS enterprise and/or Power BI
- Excellent report writing and communication skills
- Minimum of 5 years’ work experience in Project Management, Information Systems, Land Management or Housing Development
- Experience in the human settlements sector will be an advantage
- Valid driver’s licence and willingness to travel
- Competent in MS Office, AutoCAD, SketchUp, Tableau, etc.
Key Responsibilities
Programme Monitoring & Evaluation
- Implement M&E plans for project tracking and alignment with the HDA Strategic Plan
- Review and assess municipal and regional development plans
- Conduct evaluation studies and develop indicators for transformation tracking
- Provide reports and recommendations based on land parcel monitoring and project evaluations
- Conduct site inspections and post close-out assessments
Dashboard and M&E Applications
- Develop and maintain M&E databases, tools and dashboards
- Utilize Artificial Intelligence systems for regional performance tracking
- Ensure data integrity and compliance with Treasury regulations
- Provide strategic data analysis for executive decision-making
Project Evaluation and Support
- Streamline performance tracking processes
- Develop M&E frameworks and perform data analyses
- Offer technical support to provincial teams and guide decision-making through evidence-based insights
People and Administrative Management
- Lead and manage staff, set objectives, and monitor performance
- Schedule and coordinate meetings with stakeholders
- Prepare reports, presentations and track project performance
- Compile risk registers and contribute to the development of departmental business plans
