Are you an experienced ICT professional looking for an exciting opportunity to make a real impact in the public education sector? The Education Labour Relations Council (ELRC) is hiring for a Manager: Information Communications Technology (ICT) position, based in Centurion. This role is a great opportunity to join an organization dedicated to promoting labour peace, resolving disputes, and advancing the collective interests of educators and trade unions across South Africa.

About the ELRC

The ELRC is a statutory council established under the Labour Relations Act, tasked with promoting and maintaining labour peace within the education sector. The Council operates to:

  • Prevent and resolve labour disputes in education.
  • Promote collective bargaining on matters of mutual interest.
  • Provide services to the Department of Basic Education, trade unions, and educators in South Africa.

Position Overview: Manager: ICT

The Manager: ICT will report directly to the Senior Manager: Corporate Services and will be responsible for overseeing the strategic and operational aspects of ICT within the Council. The role includes managing ICT infrastructure, ensuring system security, and maintaining high levels of service to ensure that the ICT department supports the core business of the ELRC.

Remuneration Package: R1,136,957 per annum (Non-Negotiable)

Key Responsibilities

The Manager: ICT will be responsible for a wide range of strategic, operational, financial, and risk management tasks. These include:

Strategic Planning:

  • Assist in developing and monitoring the ICT department’s strategic and performance objectives.
  • Provide quarterly ICT reports and review strategies to ensure alignment with the Council’s goals.

Operational Planning:

  • Oversee ICT service requests, perform system checks, and ensure that all ICT services are functioning smoothly.
  • Manage servers, ICT infrastructure, and telecommunication systems for both the head office and provincial offices.
  • Ensure data security and conduct disaster recovery tests.

Financial Management:

  • Assist in the preparation and review of the ICT department’s budget.
  • Monitor budget variance reports and ensure correct allocation for procurement.

Risk Management:

  • Identify and manage departmental risks, implement risk controls, and address emerging risks in the ICT department.

Human Resources Management:

  • Manage performance assessments, discipline, and development of ICT staff.
  • Ensure compliance with HR regulations and oversee the performance and well-being of subordinates.

Requirements

The ideal candidate will have the following qualifications and experience:

  • Degree/National Diploma in Computer Science, IT, or related field (NQF level 7).
  • 5-8 years of experience in an ICT environment, with 2-3 years at the management level.
  • Certifications in COBIT and ITIL will be an advantage.
  • Strong knowledge of Microsoft Cloud Platforms, ICT Security, project management, and systems development.
  • Experience in managing large-scale ICT infrastructure and leading a team of professionals.

Key Skills:

  • Technical aptitude: Ability to research and solve complex ICT issues.
  • Leadership: Strong management skills with the ability to lead and mentor a team.
  • Communication: Excellent report writing and verbal communication skills.
  • Risk & Financial Management: Understanding of risk management processes and financial oversight.
